May 15 Eggs & Issues: The Mississippi River Bridge
May 15 marks the second installment of the Alliance’s Eggs & Issues breakfast series. May’s topic is “Bridging the Gap - The Mississippi River Bridge” and Brooks Brestal, IDOT’s Deputy Project Director for this project, will be presenting. Brooks is tasked with overseeing the construction for this monumental project. Cost of attendance is $10 for Alliance Investors and $15 for non-investors. Levee Update
On Wednesday, April 23rd, Illinois State Senator William Haine (D-Alton) discussed the legislation that will fund improvements to our levee system. Haine is chief sponsor of Senate Bill 2052, which aims to provide Madison, St. Clair, and Monroe Counties with the tools that will enable our local governments to undertake the improvements needed on our levee system. The area protected by the levees is estimated to encompass 156,000 residents and 4,000 area businesses. Work on the levees is estimated to cost $180 million. Haine’s proposal gives local county boards, through a newly established flood prevention district board, the ability to enact a temporary one quarter of one cent sales tax increase with the specific purpose of reconstructing the levees. The tax increase would expire after the bonds are repaid, which should be no longer than twenty-five years. However, with federal reimbursement of up to 65%, the bonds could be repaid much sooner and, as a result, the tax would disappear. This bill has been passed through the senate and now heads to the house to be passed before any increase takes place.

Welcome New Alliance Board Members
The Alliance would like to extend a warm welcome to our newest board members. At the April board of directors meeting, two vacant seats were filled by Keith Page and Eric Gowin. Keith Page has been an active community partner and is President of Anderson Hospital, which is currently growing its campus. Eric Gowin, President of Contegra Construction, has been an integral partner in the development of Gateway Commerce Center and a variety of other notable projects, such as the new Sanford Brown Business Headquarters in Fenton, Missouri.
